Winchester City Manager
J. Brannon Godfrey, Jr.
The City Manager serves as the Chief Administrative Officer for the City, translating City Council's policies and priorities into action.
J. Brannon Godfrey, Jr. was appointed by City Council as City Manager and joined the City in January 2008. Mr. Godfrey, originally from Forest City, North Carolina, most recently served as Town Manager of Culpeper, Virginia from 2001-2007. He also served for six years as City Manager for Emporia, Virginia, and three years as Town Manager for Brandon, Vermont. He has 20 years experience in all phases of local government. He has a Bachelor of Arts degree in Government from the University of Virginia and a Masters of Public Administration from the University of North Carolina.
He is married to the former Leslie Carolyn Pittard who received her B.S. in Nursing from the UVA. The couple has two sons: Collier (13 years) and Harrison (10 years).
