Northeast Infrastructure Improvement Project
Between the fall of 2008 and the fall of 2009, the City of Winchester will be undergoing a watermain replacement project along the streets listed below. The project will be conducted in four sections in which one section must be completed before the next section can begin.
- Cork Street Section - Begins at the intersection of Cork Street and South Loudoun Street (Start date: September 2, 2008) and continues down Cork Street.
- East Lane/Woodstock Lane Section - Crosses railroad tracks and continues up East Lane to Woodstock Lane, then continues down Woodstock Lane to East Street.
- East Street Section - Continues down East Street and goes north to intersection of Pleasant Valley Road and Berryville Avenue.
- Berryville Avenue Section - Continues down Berryville Avenue to I-81.

Street Closings and Construction Times top of page
- Cork Street - Cork Street will be closed in one-block sections with a detour around the block on which the construction is taking place. When that block is complete, the crew will move to the adjacent intersection, which will be closed during construction. Construction at each block is expected to take approximately two to three weeks to complete.
Construction times: Monday through Saturday, 7:00 a.m. - 10:00 p.m.
- East Lane/Woodstock Lane – Both streets will be closed completely until work is finished.
Construction times: Monday through Saturday, 7:00 a.m. - 10:00 p.m.
- East Street – East Street will be closed completely until work is finished.
Construction times: Monday through Saturday, 7:00 a.m. - 10:00 p.m.
- Berryville Avenue – One lane of traffic in each direction will remain open at all times.
Construction times for commercial* areas: 8:00 p.m. – 7:00 a.m.
Construction times for residential** areas: 7:00 a.m. – 10:00 p.m.
*Commerical areas:
1) Between Pleasant Valley and Woodland Avenue
2) Between Fort Collier Road and I-81
**Residential area:
Between Woodland Avenue and Fort Collier Road
Sidewalks top of page
- Sidewalks in the Winchester Historic District will be replaced with brick outlined concrete sidewalks (as installed on Boscawen Street).
- Sidewalks will be added to the north side of Woodstock Lane.
- All existing sidewalks in the project area will be replaced with new concrete sidewalks.
- Sidewalk replacement on Cork Street will be performed by a separate contractor from the water and sewer work. The sidewalk contractor will follow the utility contractor within 3-4 weeks of completion of utility work. At a minimum, eastbound traffic will be maintained on Cork Street during sidewalk reconstruction.
