Water

The City of Winchester, through Public Utilities, owns and operates the Percy D. Miller Water Treatment Plant, located on State Route 840, near Middletown, VA. 

The plant is rated at a capacity 10 million gallons per day. 

The water produced is supplied to the community through a water distribution system that consists of over a 125 miles of pipeline. 

Through this piping network, water is provided to over 9,400 accounts.
